Small business owners must be able to understand why their registration certificate didn't get approved, and what they need to do. Eligibility is buried in bureaucratic language. Procedures are opaque. Recourse is inaccessible.
Generic AI doesn't solve this.

ChatGPT and Gemini can chat about schemes, but they hallucinate eligibility criteria. They don't understand Indian procedural context. They can't reason causally about what went wrong. And they are black boxes that offer no audit trail - which means government can't deploy them.
